Sexual Harassment Policy

Guidelines for Prevention of Sexual Harassment in Institutions

Issued by the University Grants Commission (UGC), these guidelines are part of the UGC (Prevention, Prohibition and Redressal of Sexual Harassment of Women Employees and Students in Higher Educational Institutions) Regulations, 2015 and align with the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013.

Objective
  • Ensure a safe and gender-sensitive environment for women in HEIs.
  • Prevent, prohibit and redress sexual harassment cases efficiently and justly.
  • Establish accountability and action within institutions.
Definition of Sexual Harassment
  • Any unwelcome act or behaviour (whether directly or by implication), including:

    • Physical contact and advances.
    • Demand or request for sexual favours.
    • Making sexually coloured remarks.
    • Showing pornography.
    • Any other unwelcome physical, verbal or non-verbal conduct of a sexual nature.
Applicability
    • Covers both women employees (teaching and non-teaching) and female students.
Internal Complaints Committee (ICC)
  • The institution has established an ICC in an administrative unit.
  • At least 50% of ICC members must be women.

 

Composition of ICC:
  • Presiding Officer: A senior woman faculty member.
  • Two faculty members: Committed to women’s rights/gender issues.
  • One non-teaching employee.
  • Three student representatives (for student-related cases).
Complaint and Inquiry Procedure
  • Complaint must be field in writing within 3 months of the incident.
  • ICC must complete the inquiry within 90 days.
  • Report submitted to the institution within 10 days of inquiry completion.
  • Institution to  act on recommendations within 30 days.
Institutional Responsibilities
  • Display anti-sexual harassment policy prominently on website and notice boards.
  • Conduct regular sensitisation and training program for staff and students. 
  • Ensure confidentiality of complaints and proceedings.
  • Take disciplinary action against false complaints as per ICC findings.
  • Support complainants with counselling or academic support if needed.
Non-Compliance Penalties
  • Withdrawal of UGC grants.
  • Declaration of institution as ineligible for UGC assistance.
  • Recommendation to derecognise the institution.
  • Take disciplinary action against false complaints as per ICC findings.

Grievance Policy

Policy Statement

The College is committed to providing a positive  working environment where employees are treated fairly and with dignity and respect. We recognize that concerns and issues can arise, and you may need support to resolve them. This policy explains how to raise a grievance and the steps that will be taken to find a resolution as swiftly as possible.

Scope

This policy applies to all employees and relates to issues or incidents that have occurred at work or in a work-related situation. It does not apply to those who are no longer working at the College. The policy does not apply to matters collectively agreed with the College-recognised trade unions.

Eligibility

You must raise a grievance within three months of the event or series of events that have caused you difficulty, unless there are exceptional reasons why you weren’t able to do so.

STUDENT GRIEVANCE REDRESSAL COMMITTEES (SGRC):

  1. A complaint from an aggrieved student relating to the institution shall be addressed to the Chairperson, Students’ Grievance Redressal Committee (SGRC).
  2. Institution shall constitute such several Students’ Grievance Redressal Committees (SGRC), as may be required to consider grievances of the students, with the following composition, namely:
  3. A Professor – Chairperson
  4. Senior Faculty Members of the Institution as Members.
  5. A representative from among students to be nominated on academic merit/excellence in sports/performance in co-curricular activities-Special Invitee.
  • At least one member or the Chairperson shall be a woman, and at least one member or
  1. The Chairperson shall be from the SC/ST/OBC category.
  2. The term of the chairperson and members shall be for a period of two years.
  3. The term of the special invitee shall be one year.
  • The quorum for the meeting, including the Chairperson, but excluding the special invitee, shall be three.
  • In considering the grievances before it, the SGRC shall follow principles of natural justice.
  1. The SGRC shall send its report with recommendations, if any, to the competent authority of the institution concerned and a copy thereof to the aggrieved student, preferably within a period of 15 working days from the date of receipt of the complaint.
  2. Any student aggrieved by the decision of the Students’ Grievance Redressal Committee may prefer an appeal to the Ombudsperson, within a period of fifteen days from the date of receipt of such decision.

 

APPOINTMENT, TENURE, REMOVAL AND CONDITIONS OF SERVICES OF OMBUDSPERSON:

    1. The college shall appoint an Ombudsperson for the redressal of grievances of students of the college under these regulations.
    2. There shall be one or more part-time functionaries designated as Ombudspersons to hear and decide on appeals preferred against the decisions of the SGRCs.
    • The Ombudsperson shall be a Director/Secretary.
    1. The Ombudsperson shall be appointed for a period of three years or until he/she attains the age of 70 years, whichever is earlier, from the date of assuming office, and shall be eligible for reappointment for another one term.
    2. The College may remove the Ombudsperson from office, on charges of proven misconduct or misbehavior.

FUNCTIONS OF OMBUDSPERSON:

The Ombudsperson shall hear appeals from an aggrieved student only after the student has availed all other remedies provided under these regulations.

      1. While issues of malpractices in the conduct of examination or in the process of evaluation may be referred to the Ombudsperson, no appeal or application for revaluation or re-totaling of answer sheets from an examination shall be entertained by the Ombudsperson unless a specific irregularity materially affecting the outcome or a specific instance of discrimination is indicated.

PROCEDURE FOR REDRESSAL OF GRIEVANCES BY OMBUDSPERSONS AND STUDENTS’ GRIEVANCE REDRESSAL COMMITTEES:

Institution shall, within a period of three months from the date of issue of this notification, have an online portal where any aggrieved student may submit an application seeking redressal of grievance.

        1. The Students’ Grievance Redressal Committee, as the case may be, shall fix a date for hearing the complaint, which shall be communicated to the institution and the aggrieved student.

INFORMATION REGARDING OMBUDSPERSONS AND STUDENT GRIEVANCE REDRESSAL COMMITTEES:

 An Institute shall furnish, prominently, on its website and on the walls of the college building, all relevant information in respect of the Students’ Grievance Redressal Committee(s) coming in its purview, and the Ombudsperson for appeals.

Anti - Ragging

RULES AND REGULATIONS FOR BANNING RAGGING AND ANTI-RAGGING MEASURES

Aim

To root out all its forms in college, preventing its occurrence by following the provisions of rules and regulations, and punishing those who indulge in ragging, with the provided regulations and the appropriate law in force.

Terms of reference

  • Order from the Supreme Court of India in a civil petition of 2009.
  • University Grants Commission Regulation on Curbing the Menace of Ragging in Higher Educational Institutions 2009.
  • G.O from the higher education department.

What constitutes Ragging

  • Any disorderly conduct, whether by words spoken or written or by an act which has the effect of teasing or handling with rudeness of any other student.
  • Indulging in undisciplined activities that are likely to cause hardship or psychological or physical harm or to raise fear or apprehension thereof in a fresher or a junior student.
  • Asking the student to do any act or perform something which such a student would not do in the ordinary course and which has the effect of causing or generating a sense of shame or embarrassment so as to adversely affect the physique of a fresher or a junior student.
  • Teasing, embarrassing, humiliating, assaulting or using criminal force or criminal Intimidation. Wrongful restraining or confining or causing grievous hurt, kidnapping, molesting, or committing unnatural offence or causing death or abetting suicide.

Prohibition of Ragging

  • Ragging within the college campus, including the hospital and hostel, is strictly prohibited.
  • No person, including students/staff/faculty / shall participate in, abet or propagate ragging in any form.

Measures of prohibition of ragging at the institution level

  • Ragging in all its forms be totally banned in the entire college, including in departments and all its premises, whether located within the public or private.
  • The college will take strict action against those who engage in ragging and/or abetting ragging.
  • The college will strictly observe the provisions of the act of the central government and the state government to prohibit ragging in all its forms.

Before Admission

  • The advertisement for admission will clearly mention “ragging is totally banned in the college.
  • The college prospectus has information about the total banning of ragging.
  • Creating awareness through widespread publicity among the students, parents and guardians before the academic session. Eg, Posters, Notices, and information from the newspapers will be displayed at least 10 days before the commencement of the course in all places, including hostels, corridors, common rooms and other entry points.
  • At the commencement of the academic session, the head of the institution will convene and address a meeting of various functionaries like faculty, parents/guardians, and student representatives to discuss the measures to be taken to prevent ragging in the college and steps to be taken to identify the offenders and punish them suitably.
  • Students who are allotted hostel accommodation are required to submit three copies of details of parents and local guardian along with their Photographs.

On Admission

  • Every fresher admitted to the college will be given the phone numbers of the Anti-Ragging Committee members and the Anti-Ragging Squads
  • The head of the will create awareness and explain the consequences of ragging in the orientation Programme.
  • Freshers are encouraged to report incidents of ragging, either as victims or even as witnesses.

At The End of the Academic Year

  • At the end of the academic year, the principal will be informing the students who are completing the first year regarding ragging and punishments and appealing to them to impress upon their wards to desist from indulging when they come back at the beginning of the next academic session.

Setting up of committees and their functions

  • The College of Nursing, SIHER, having anti ragging committee and an anti-ragging squad to eradicate the menace of ragging.

Functions and responsibilities of the committee members

  • The committee will receive complaints against phone calls and SMS around the clock, which could be accessed by students in distress owing to Ragging-related incidents.
  • The committee will have the details of phone numbers of anti-ragging help line, head of the institution, faculty members, and members of the anti-ragging committee, anti-ragging squad and warden and hostel administrator.
  • The committee will maintain the data created out of affidavits, affirmed by each student and his / her parents/guardians and stored by the institution.
  • The committee will also maintain an alert vigil at all times.
  • The committee will take an appropriate decision with punishment depending on the facts of each incident, nature and gravity of Ragging.
  • Anti-ragging squads will make surprise raids on hostels and other places vulnerable to incidents of ragging and having the potential for ragging, and shall be empowered to inspect such places.
  • Anti-ragging squads will conduct on-the-spot enquiries into any incidents of ragging and prepare a report along with recommendations to be submitted to the anti-ragging committee for action.
  • The anti-ragging committee will conduct surveys among freshers during the first 3 months of the academic year to verify free of ragging.

Others measures

  • The college has a full-time counsellor to provide counselling services to the students.
  • The college is providing separate hostel facilities for the fresh students on the same campus and has a facility of a full-time warden to communicate, control, command, and counsel the students.
  • Details of anti-ragging committee members with their contact information will be displayed on the college campus.
  • The college obtains an undertaking from all teaching and non-teaching staff stating that he / she would report any case of ragging which comes to his / her knowledge.

 Awardable punishments

  • Depending upon the nature and gravity of the offence established by the anti-ragging committee of the college, the possible punishment will be given as per the norms of the regulatory bodies.

General Rules (Please do not)

  1. All students are required to strictly comply with the rules and regulations of the College and the associated hospital. These rules may be amended from time to time.
  2. Absence from classes, clinical duties, or any academic activity without prior permission from the principal shall be considered misconduct.
  3. Regularity and punctuality in attending lectures, demonstrations, practical sessions, and clinical postings are mandatory.
  4. Students shall be responsible for any damage caused to institutional property, including books and equipment, and must bear the cost of repair or replacement.
  5. Any illness or minor ailment must be reported promptly through coordinator to the principal.
  6. Students are advised keep your belonging under your custody. 
  7. Proper and economical use of electricity (fans, lights, etc.) must be ensured.
  8. If students who not meet the eligibility criteria not allowed to appear in each examinations.
  9. All students must adhere to academic discipline and maintain appropriate conduct at all times.
  10. Students failing to maintain satisfactory academic performance and behaviour shall not be eligible to hold any office or participate in extracurricular leadership roles.
  11. Students are not permitted to loiter in the principal’s office, verandas, gardens, or administrative areas without authorisation.
  12. All fees must be paid in full within the stipulated time. Failure to do so may result in suspension from classes and disqualification from examinations and late fine to be charge as per policy.
  13. Any act of indiscipline, negligence, or violation of rules shall be reported to the principal, and appropriate action will be taken in consultation with the management.
  14. The decision of the Governing Council in all matters shall be final.
  1. Leave Rules

Sick Leave:

  1. Day scholar students: Submission of sick leave request letter should be duly sign by the class coordinator to the principal.
  2. Hostler: Students sick leave request letter should be duly sign by the Warden / Hostler faculty
  • Student to be submitted their medical certificate through the coordinator.
  1. A maximum of 10 days of sick leave per academic year is permitted.

 

16–18. Academic Requirements

  1. At the time of admission, both the student and parent/guardian must sign a declaration agreeing to abide by all institutional rules.
  2. Students must complete all formalities, including the “No Due Certificate,” before avail the preparatory leave to appear in the internal & university examination.
  3. The logbook, Case book, Clinical requirements, Daily diary & Assignments must be duly completed all the procedure and signed by the faculty before each internal & university examination on time.

19–22. Classroom Discipline

  1. Students must not leave the classroom during lecture hours without a valid reason and permission.
  2. Student must maintain the classroom decorum.
  3. College and clinical timings (9:00 AM to 4:00 PM) must be strictly followed.
  4. Attendance in internal examinations and unit tests is compulsory.
  5. Use of mobile phones inside classrooms and corridors is strictly prohibited.
  6. Keep yours valuable and money under the lock & key while attend exam or otherwise.
  1. Visiting the Principal

Students may meet the principal through their respective Class Coordinator with prior permission. Academic queries must be addressed to the concerned faculty or Class Coordinator in terms of attendance, marks, eligibility, criteria or any other issues

  • Students are required to check the notice board regularly for updates and important information.
  • No any student will remove or turn out the notices from the notice board.

  • Clinical Dress:
    • B.Sc Students: Navy Blue Scrub, White apron
    • P.B.B.Sc. Students – Pink Scrub,  White apron
    • GNM Students – Green Scrub, White apron
    • ANM Students – Apricot-Coloured Scrub, White apron
  1. Grievance and Conduct
  • Students must respect the dignity and rights of others and maintain patience during disagreements.
  • Inciting others against fellow students, faculty, or administration is strictly prohibited.
  • Ragging in any form is strictly banned within and outside the campus. Any incident must be reported immediately to the principal.
  1. Attendance
  • Attendance requirements as per norms :
    • 80% in theory for attempting each examination
    • 80% in clinical and community postings for attempting each examination
    • 100% attendance in clinical for getting the degree: The course completion certificate given after all requirements
  • Students failing to meet these requirements will not be allowed to appear in examinations.
  1. Identity and Library Card
  • Library cards will be issued within stimulated time.
  • The card is non-transferable and must be carried at all times.
  • In case of loss, a duplicate card will be issued upon payment of ₹200.
  • Students must compensate for any loss or damaged library books by returning the book.

Discipline Guidelines

  • Ragging is strictly prohibited.
  • Unnecessary gathering and shouting in administrative areas are not allowed.
  • Students must maintain cleanliness and protect institutional property.
  • Respectful positive behaviour towards seniors, faculty, and peer group is mandatory.
  • Smoking is strictly prohibited in campus/ premises.
  • Meetings with the principal require prior permission from the class coordinator. Timing : Every Thursday (3 AM – 4 PM)

Disciplinary Action

  • The management reserves the right to take strict disciplinary action, including suspension or expulsion, for the following:

    • Disruptive activities affecting college or hospital functioning
    • Instigating others to engage in misconduct
    • Poor academic or clinical performance
    • Submission of false information (e.g., medical certificates)
    • Use of unfair means in examinations
    • Misbehaviour, abusive language, or physical altercations
    • Violation of institutional rules
    • Physical assault or threats
    • Discrimination based on caste, creed, language, or background
    • Practising casteism or untouchability
    • Sexual harassment
    • Unauthorised consumption of drugs or alcohol
    • Theft of institutional property
    • Other if any illegal
